Given the extensive nature of steps to be taken in the region, the GAP Regional Development Administration was established on the basis of the Council of Ministers Decision and Executive Order (KHK) number 388 of 27 October 1989 published in the Official Gazette no.20334 dated 6 November 1989 to ensure the integrity of planning, project development, implementation and monitoring-evaluation functions and accelerate the pace of regional development.  

The Presidency of GAP Regional Development Administration functioning under the Presidency of Republic of Turkey was later attached to the Ministry of Industry and Technology upon the Presidential approval issued on the basis of article 146 added to the Executive Order number 703, dated 9 July 2018, published in the Official Gazette number 27988 dated 8 July 2011.
